Request for proposals: Provision of Monitoring and Evaluation (M&E) Services for Sub-Grant Projects

Service Description

We are seeking 3 experienced and responsible Monitoring and Evaluation specialists to carry out the monitoring and evaluation of the entire implementation process of the Organization’s sub-grants (territorial organization projects) within the framework of the program. Specialists must ensure the assessment of sub-grant effectiveness based on clear criteria and data analysis. The specialists will be responsible for data collection, processing, analysis, and report preparation, and will collaborate with the Project Team to contribute to continuous project improvement.

Key Functions for Each Specialist

  • Monitoring and evaluation of the entire implementation process of sub-grants (territorial organization projects).
  • Development of monitoring and evaluation forms, collection, and coordination of project data.
  • Site visits to the beneficiary communities implementing the sub-grants (two communities for each specialist) and recording visit results.
  • Analysis of monitoring and evaluation results and preparation of reports.
  • Submission of draft reports to the Project Coordinator.
  • Finalizing and submitting the final report to the Project Manager after receiving recommendations from the Project Coordinator.

Required Qualifications

  • Higher education.
  • At least 2 years of professional experience in the field of monitoring and evaluation.
  • Data analysis skills.
  • Communication and teamwork abilities.
  • Excellent knowledge of oral and written Armenian.

Advantages

  • Knowledge of MS Office (Word, Excel) and data visualization tools (PowerPoint, Tableau, etc.).

Service Type: Independent and flexible schedule. Location of Service Delivery: In 6 beneficiary communities included in the Project:

  • Shirak Region: Amasia and Ashotsk communities (one expert).
  • Gegharkunik Region: Vardenis and Chambarak communities (one expert).
  • Syunik Region: Goris and Tatev communities (one expert).

Service Period: From April 2, 2026, to June 20, 2026.

Application Condition

Applications and price proposals can only be submitted by individuals residing in the Shirak, Gegharkunik, and Syunik regions of Armenia who have relevant experience, mandatory indicating the name of the specific region and communities in their application.
